Standing Rules

1. Use and Distribution of Membership Contact Information.

A. Any list of Precinct Committeepersons’ (PCPs) email addresses, postal addresses, and phone numbers maintained by the Multnomah County Republican Party Central Committee (MCRPCC or MCRP) is the exclusive property of the membership. Such lists shall not be shared with or distributed outside the organization.

B. The principal officers of the MCRP (Chairman, Vice Chairman, Secretary, and Treasurer) are authorized to communicate party-related information directly with any or all members or to designate individuals or committees (e.g., the Publicity Committee) for such communications.

C. House District Captains and their Alternates are authorized to communicate party-related information directly with the Precinct Committeepersons within their respective House Districts.

D. All other members of the MCRP (i.e., all other Precinct Committeepersons) must obtain authorization from any of the principal officers before disseminating any official MCRP communications.

2. Notification and Approval for Disbursement of Funds.

No funds of the Multnomah County Republican Party Central Committee (MCRPCC or MCRP) shall be disbursed without prior notification to and approval by the MCRP Treasurer.

3. Validation of Motions with Objections Based on Unverified Compliance.

A. When a Point of Order is raised objecting to the adoption of any Motion, and the objection cannot be substantiated by the Committee’s knowledge of the Bylaws, Standing Rules, or any other governing document, the Motion may be adopted and shall take effect provisionally, pending validation of its compliance with the governing documents. If validation confirms compliance, the Motion remains in force without further report or ratification; however, if invalidated, the Motion is nullified. An invalidated Motion shall also be expunged from the Minutes of the meeting during which it was adopted.

B. The Secretary shall notify the Committee of the basis for validating or invalidating the adoption of a Motion, the compliance of which was unknown during the meeting of its adoption, at least ten (10) days prior to the next regular meeting of the Committee.
